Men's Umpire Rules

A. Team - Uniform
Teams must have jerseys by June 1st. Exception by approval from Executive.
B. Team - Defence
1) If starting with 8 or 9 players, you may only play defence with same number of players. If a player is listed as a spare, and shows up late, he may play, using the unlimited defence rule, but you must still play with the same number of players that started the game.
1a) Unlimited defence - All players in the line up are permitted to play defence, with no need to call for the use of a substitution. Any spares listed on the line up card must declare themselves when entering to play both offence and defence. Cannot exceed maximum number of players on field as determined above.
C. Team - Offence
1) Unlimited offensive batting order permitted. The MINIMUM offensive line-up is 8.
2) In case of injury, ejection, or player leaving, that player is an automatic out, unless a substitution is made. If the injured or departing player returns, he may be inserted back into the original position in the offensive line-up.
3) Any additional players may be substituted into the offensive line-up.
4) Players may not be added to the line-up if they are not on the original line-up card as a sunstitute.
5) Line-up cards must have first AND last name of each player.
6) If you start the game with 9, and list 10 on the batting order, and the missing player's turn comes up in the batting order (and he does not arrive), he is an automatic out for the remainder of the game.
*NOTE*
1) In case of player loss during the game without substitution:
1a) If starting with 8, the team must finish with 8.
1b) If starting with 9, the team must finish with 8, with the 9th position being an automatic out.
1c) If starting with 10, the team must finish with 9, with the 10th position being an automatic out.
2) Regardless of number of players, unlimited defence rule is allowed. Any players on the field must be listed on the line-up card, either in batting order or on the spare list.
3) There is a 12-run mercy rule after 4 1/2 innings for the 8 player team, and every inning after (revised March 31, 2004)
4) If, with 2 outs, the batter before the automatic out is walked, intentionally or unintentionally, the out is waived, and the next batter will bat. This does not apply if the player is declared unable to continue, just prior to the team's offensive half inning.
5) 5 warm up pitches at the beginning of game...NO pitches thereafter.
6) In all divisions, there will be a voluntary mercy rule of 18 runs after 5 innings (4 1/2 if home team is ahead), This can be exercised at any time.
D. Game Times
1) No new inning to start after 65 minutes. Umpires should advise teams of time left, starting with 15 minutes, and reconfirm time after each half inning.
2) NO grace period for any games.
3) If the 1st or 2nd game surpasses the scheduled time, only 5 minutes will be allowed between games.
4) There will be on field warm ups, IF TIME PERMITS.
5) Clarification that games can only start early if BOTH teams condent.
*NOTE*
DIVISION 3 MONDAY NIGHT DOUBLE HEADERS are against the same opponent.
The 1st game will be no new inning after 55 minutes. The 2nd game will be no new inning after the 2 hour mark of the 1st game start time.
Example time slot 1 (6:30): Game 1 start time 6:30, no new inning after 7:25. The 2nd game will start at 7:35, no new inning after 8:30.
Example time slot 2 (8:45): Game 1 start time 8:45, no new inning after 9:40. The 2nd game will start at 9:50, no new inning after 10:45.
E. Strike Zone/ Pitching
1) The strike zone will consist of a plywood "mat" only (SPO mat) (Revised Feb. 25, 2004)
2) Uses a 2 foot by 3 foot mat that covers the entire home plate area. With a cut out mat, ball landing on the plate becomes a strike.
3) Pitcher can be anywher within a 2 foot by 10 foot zone, 50-60 feet from home plate.
4) Pitcher may use a trapper.
F. Commitment Line/ Scoring Line
1) Both lines will extend from the foul line to the fence.
2) Tags are NOT permitted between the 2 lines. No sliding or running over mat - OUT! Catcher must be in contact with the mat. Once runner has crossed the commitment line, the runner MUST continue home. If runner re-crosses the line, the umpire will call the runner out immediately.
To score, runner must have any part of their body on the ground, on or over the scoring line, before the defensive player holds the ball.
G. Courtesy Runners
3 per team, per game. (anyone on the roster)
H. Anticipation
Anticipation is permitted.
I. Ball
Official ball is the SPO Hot Dot, optic yellow, 12". Home team to provide 1 NEW ball per game. Visiting team is to provide 1 good USED ball per game.
(teams caught trying to bring a non-approved ball into play could face possible forfeit of game. This will be an Executive decision)
J. Bat Rule
All bats must have the USSSA 1.20 BPF Thumbprint, made between 2012-2020, or the NTS 1.20 BPF stamp, made 2021-forward.
A batter shall be ejected from the game if he is discovered to be using an altered bat or a non-approved bat after entering the batters box.
The ejected player is suspended for the remainder of the game, with a review by League Executive. A 2nd offence will reult in a minimum of one year suspension.
*NOTE* An altered bat is one that has had its physical structure changed, including, but not limited to:
1) The bat has had the surface of the barrel or the taper changed in any way, such as sandpapering or applying a solvent to the surface, such as fingernail polish remover or by any other means.
2) The bat has had the plug or the knob removed/ replaced or changed in any way.
3) The bat has had anything removed or added or inserted to the inside or outside of the bat, other than tape at the handle or knob.
4) The bat has been repainted.
Other examples of an altered bat would be changing or replacing manufacturers' markings or replacing the handle of a metal bat with a wooden handle. Cracked, worn, or damaged bats are not altered bats, but will be removed from play. Such cracked, worn, or damaged bats will not result in players suspension, unless player returned the offending bat into play, after it has been removed.
K. Park

L. Playoffs
1) The home team for each game must supple one (1) "new" ball. The visiting team must supple one (1) ball that is approved by the umpire.
2) All games, excluding finals, will have a time limit. No new inning to start after 65 minutes. Any game suspended will be replayed as a new game. (exception: if a game has completed 5 innings, or 4 1/2 if home team ahead, then game will declared complete) All ties will be broken in all playoff games by placing a runner at 2nd base. Complete innings to be played until a winner is declared.
M. Umpires
1) Umpires to keep score.
2) It is the umpires responsibility to speed up the game between inning.
3) Each team to pay 1/2 of the umpires fee before the start of each game. Fees will be announced prior to the start of the season.
N. Special Rules
1) If a team forfeits due to unsufficient number of players, that team shall pay BOTH halves of the umpire fee.
2) If a player, coach, or manager is removed (ejected) from a game, that player will receive an automatic additional 1-game suspension. A 2nd ejection will result in that game, plus next 3 games. If a player receives 3 ejections in 1 season, he will be suspended for the remainder of the season. League Executive may administer further penalties to a player suspended from the League. If the infraction, in the opinion of the umpire, warrants further discipline, the umpire should document the incident (form in current handbook), and forward the report to the President or Umpire-In-Chief, so further action may be taken by the League Executive.
3) Team from Division 1 and 2 may borrow 1 player from 1 Division lower 3 times in one season to prevent forfeit ONLY! (less than 8 players). League President must be notified before player is used. Player must also be indicated on the line-up card as a "borrowed" player. Division 3 may borrow from CO-ED only, providing that player does not play in the Men's League in any division other than CO-ED.
O. Blood Rule
The player may be replaced by a player who is not considered a substitute for the rest of the inning, plus, one additional inning. After a full inning, a substitute must be inserted into the line-up. If no player is available, that position will be skipped in the batting order, without penalty. (Revised April 25, 2005)
P. Home Run Rule
Unlimited
(in any "over the fence" home run, the batter will not run the bases, but will instead, return to the dugout. Any runners on base will also return to the dugout, and umpire will let both scorekeepers know the total runs scored on said play.
Q. Profanity/ Cursing
Ejection, if flagrant. If 1st time, warning. Second occurance results in an out.
R. Serious Injury
Umpire will call "time" immediately, and place runners according to his/ her judgement. Batter/ Runner must achieve first base, or be called out. If Batter/ Runner reaches first, he will be awarded first base, and other runners are placed.
U. Cancellation Procedure
If 48 hours notice is given to the umpires, fees for umpires will not be charged, but League fines are still to be applied. If notice is not given in time, the forfeiting team will be responsible to pay full umpire fees for that game.
